Summary: | This role is responsible for providing generalist human resources support to ACT and managing ACT’s Employment Action and Volunteer Programs. The role will support effective management of all ACT’s people resources, whether they are employed at ACT, volunteer with ACT or seeking employment through Employment Action program. The incumbent will be a resource to ACT management in researching best practices in human resource policy and practice, and will provide strategic leadership and vision for the Employment Action and Volunteer programs. Specific duties and responsibilities will also include, but are not limited to the following and may be subject to change: |
Program Management: Employment Action & Volunteer Management
- Manage and direct the activities of staff in the Employment Action and Volunteer programs; develop strategies to strengthen the programs and expand participation and funding opportunities.
- Create an environment within Employment Action and Volunteer program teams that is oriented to trust, open communication, creative thinking and cohesive team effort.
- Provide the Volunteer and EA teams with a vision of department goals objectives and how they fit with the organizational priorities.
- Ensure systematic processes for regular formal supervision sessions with each staff person are in place and being maintained.
- Manage all related staffing and developments processes including hiring employees; assigning responsibilities; establishing standards of performance; providing orientation, training and ongoing guidance; monitoring work performance to ensure adherence to authorized procedures; identifying staff training needs; implementing training, evaluating job performance, initiating discipline, as required and responding to grievances at the first stage.
- Develop and manage relationships with various institutions, agencies and community partners to further enhance and develop the Employment Action program and volunteer recruitment and placement for ACT.
- Establish and maintain program policies, procedures, standards and guidelines to ensure program effectiveness and sound practice.
- Develop and implement quality assurance and risk management processes with respect to EA and Volunteer programs and services.
- Monitor programs including collection of tracking data, statistical analysis of data, and client satisfaction surveys.
- Ensure all clients know their rights and have the ability to safely bring forward complaints and, ensure client complaints and incident reports are processed and that corrective action is taken as necessary.
Human Resource Policies and Practices
- Provide advice, coordination and oversight to ACT management team and monitor adherence on proper procedures for: recruitment and selection, orientation, supervision, job description development and amendment, recognition, performance evaluation & management, coaching & training, discipline, dismissal, health and safety procedures and other policies and procedures as appropriate.
- Act as point person within the ACT management team to research best practices (including soliciting expert advice) in human resources.
- For all agency positions: ensure the accurate and effecticve preparation of job descriptions and job evaluations as needed
- Develop, document, maintain and update ACT human resource policies and procedures.
- Maintain current awareness of collective agreement, legislative or legal requirements and ACT values (such as GIPA principle) for human resource policies and procedures and provide advice to management team on adherence to same.
- Ensure proper Management representation on the Health and Safety Committee.
Administrative and Other Duties:
- Ensure departmental budgets are prepared and monitored in keeping with the parameters set at the corporate level.
- Coordinate administrative and program reports for the Board, funders and other bodies.
- Participate in the ongoing development, evaluation and implementation of agency operational and strategic plans.
- Participate in agency wide organizational change /development initiatives that will strengthen the agency.
- Participate in management team meetings and provide required reports to facilitate strategic and critical thinking and decision-making.
- Participate in development and implementation of agency quality assurance and risk management processes, as they pertain to departmental responsibilities.
- Provide leadership and direction for internal staff committees.
- Provide staff support to committees of the Board as needed.
- Provide back up to the Executive Director and other members of the Management Team as required.
- Adhere to ACT’s Personnel Policies, Collective Agreement and Human Rights Legislation.
- Other Duties as assigned by the Executive Director.
