Summary:
This role is accountable for developing and directing agency programs and services for people from diverse backgrounds living with, at risk for, or affected by HIV/AIDS. The incumbent will be responsible for the development and implementation of responsive services that are in keeping with ACT’s values and philosophy, its strategic directions and which adhere to standards of excellence. This position also manages ACT's communications department, ensuring that policy statements, media interactions, and publications meet a high standard of excellence. Specific duties and responsibilities will also include, but are not limited to the following and may be subject to change:


Program Development and Management
  1. Plan, report on and implement ACT's annual Operational Plan for the Programs and Services and Communications departments.
  2. Develop programming or departmental strategies that assist the agency to meet its strategic directions and priorities.
  3. In addition to overseeing the effective and efficient operation of programs and services, provide strategic leadership and assess the feasibility of new programs and services in response to emerging needs.
  4. Oversee the conceptualization, development and implementation of programs and services, ensuring that opportunities to create integration and synergy between program and service areas are optimized.
  5. Challenge staff teams in critical analysis of their work by encouraging exploration of new and innovative models/approaches.
  6. Identify and write funding proposals to resource and sustain programs and activities.
  7. Establish and maintain program policies, procedures, standards and guidelines to ensure program effectiveness and sound practice.
  8. Along with the Management Team, participate in the design of logic models and workplans to guide and monitor ACT's work.
  9. Develop and implement quality assurance and risk management processes with respect to programs and services.
  10. In collaboration with department managers, monitor programs and services including collection of tracking data, statistical analysis of data, and client satisfaction surveys.
  11. Work with the ED and members of the Management Team to identify and implement program and service evaluations and implement recommendations.
  12. Ensure all service users know their rights and have the ability to safely bring forward complaints and, ensure client complaints and incident reports are processed and that corrective action is taken as necessary.

Organizational Strengthening and Development
  1. Participate in the development, renewal and roll-out of ACT’s strategic plans.
  2. Contribute to the ongoing critical analysis of ACT’s work in the HIV/AIDS sector and make recommendations for continuous improvement and strategic repositioning.
  3. Plan and participate in agency wide or department organisational change /development initiatives that will enhance programming.
  4. Plan department team-building activities and retreats.
  5. Participate in Management Team meetings and provide required reports to facilitate strategic and critical thinking and decision-making.
  6. Identify and pursue opportunities for various programs and services to collaborate and synergize with other key functional areas within the organization.
  7. Oversee the writing, production, distribution and updating of targeted and general information on ACT, HIV/AIDS, safer sex, risk reduction, harm reduction, community resources, and other related publications and on-line resources.

Community Representation, External Networking and Linkages
  1. Represent ACT at external meetings to build and nurture relationships with key external stakeholder groups, community partners, potential community alliances.
  2. Establish and develop professional relationships with other agencies offering related programs and services.
  3. Initiate and participate in public speaking opportunities to promote ACT’s mission, programs and services and philosophical approaches to community-based work.
  4. Provide appropriate responses to relevant issues in the media
  5. Be a key resource and spokesperson on ACT activities, HIV/AIDS trends, position and policy statements related to HIV/AIDS.

Staff Management
  1. Create an environment of trust, open communication, creative thinking and a cohesive team effort by providing staff with a vision of the departmental objectives and how they fit with the strategic priorities; develop team logic models and workplans to guide departmental objectives.
  2. Motivate and inspire Managers and program and services staff through coaching to deliver a high standard of programs and service to people at risk, affected by and/or living with HIV/AIDS.
  3. Provide to department managers mentoring and support to meet their professional goals.
  4. Oversee the management of all staffing and development processes in the department including: hiring employees; assigning responsibilities; establishing standards of performance; providing orientation, training and ongoing guidance; monitoring work performance of direct reports through regular supervision; identifying staff training needs; implementing training, evaluating job performance, initiating discipline, as required and responding to grievances at the first stage.

Financial Management and Administration
  1. Ensure annual budgets are prepared and monitored in keeping with the parameters set by the Executive Director and the Board.
  2. Lead departmental budgeting process with input from department managers.
  3. Oversee administrative tasks (i.e. timesheets and purchase order approval for department managers and communications staff.
  4. Produce administrative and program reports for the Executive Director, the Board and its committees, funding partners and other bodies as required.
  5. Oversee statistical reporting is in keeping with funder requirements.
  6. Provide leadership and direction for internal staff committees, as required.
  7. Provide staff support to committees of the Board as needed.
  8. Provide back up to other members of the Management Team as required.
  9. Provide succession to the ED role when the ED is absent as required.
  10. Adhere to ACT’s Policies, Collective Agreement, Health and Safety and Human Rights Legislation.
  11. Other Duties as assigned by the Executive Director.
