SHORT TERM EMPLOYMENT GRANTS
Short term funding is financial support provided by any source, including government programs, foundations and private donations, which incorporates a financial support termination date in the funding agreement.
1. The AIDS Committee of Toronto (ACT) accepts short term grants:
a) to fund short term projects; and
b) to fund pilot projects which, on assessment, may be extended or made permanent projects.
2. ACT does not seek or accept short term funding to hire people for permanent work without a plan and organizational commitment for permanent funding at the end of the short term funding.
3. Short term funding is not used to finance permanent projects which restrict the creation of permanent employment.
4. For employees hired with short term funding, ACT clearly identifies both limitations and expectations of their employment in the letter of employment.
5. Contract employees hired on a short term grant for a project must meet the terms of the contract employee in Employment Categories, HR # 1-30, and the Collective Agreement, article 28.9.
6. Employment grants which satisfy the above conditions are accepted only if ACT supports the individual's future employment endeavours by providing a significant training component.
RATIONALE
Short-term funding grants tend to be used to perpetuate ongoing work. This necessitates continuous grants, and results in high employee turnover and instability which are detrimental to long term work. It also creates a situation in which people hired on employment grants do not have the same benefits and rights as other employees. The above policy is designed to avoid these problems.
Furthermore, individuals hired at ACT on short term grants are often people living with HIV, on social assistance, and already disadvantaged. ACT is committed to advocating for people with HIV/AIDS. Therefore, ACT is committed to providing a strong training component to increase the potential for future employment for these individuals.
